Loisevale, a poor and destitute colored/black township where unemployment is high, and many social problems including domestic violence and alcohol abuse. Baby Thsepang, an 8-month old baby was raped here by her father in October 2001. The baby rape shocked the country, and it's struggling with an increase of rapes and abuse of young children.
