EAST LONDON, SOUTH AFRICA - MARCH 10: A crippled man walks next to a garbage pile on March 10, 2009, in Duncan Village a poor township outside East London, South Africa. This area is one of the most popular ANC areas and many of its leaders grew up in the Eastern Cape province. Many people are disappointed in the ruling party and after 15 years of power, people?s lives have not changed much to the better. In Duncan Village, there?s lack of service delivery such as housing, electricity, and running water. Garbage is left on the streets and the municipality is only collecting it once a week, or they often skip a week. About 23 million South Africans are registered to vote on the April 22 national election. Jacob Zuma will most likely be the third elected head of a democratic South Africa.
