An unidentified policeman is trying to put out a raging  shackfire on July 6, 2001, in Duncan Village, a poor township outside East London in Eastern Cape province, South Africa. Eastern Cape is the poorest province in South Africa. Shack fires are very common as the shacks are built very close to each other and people are using paraffin stoves which easily fall over and the fires spread quickly. South Africa is facing a severe backlog of housing for the poor.
